The Waterline Notice
An unsigned warning posted at the waterline after Caer Dannon’s envoy attempted contact, marking one of the first direct refusals associated with the Horned Queen’s arrival.
The Waterline Notice is the warning discovered after the council’s envoy attempted to make contact during the events of Chapter 2.
Posted without signature, seal, or explanation, the notice offered no greeting and no reply, only a refusal. Its wording was brief and absolute:
ATTEMPT NO LANDING THERE.
THERE WILL BE NO BOARDING ALLOWED.
Because it came without any formal acknowledgment, the notice deepened the unease already spreading through the harbor. It was not a negotiation, a threat, or a declaration. It was simply a boundary, stated in plain terms and left behind like a fact no one had the power to dispute.
In later accounts, the Waterline Notice is remembered as one of the clearest early signs that whatever had arrived offshore would not deal with the town on ordinary human terms.
